Neighbourhood Reconstruction
By now many Woodcroft residents will have noticed the new LED lights throughout the neighborhood which were installed as part of our Neighborhood Renewal Project. Beginning in March 2013, a number of these new LED lights will be fitted with control devices that will allow the lights to be dimmed. This is part of an Adaptive Lighting Pilot Project that will be conducted by the City of Edmonton Transportation Services Department. Locations of these dimmable lights will include:
- 139 Street, 114 Avenue to 118 Avenue
- 135 Street, 111 Avenue to 115 Avenue (does not include the lights for the Transit Centre)
- 115 Avenue, Groat Road to 142 Street
- 114 Avenue, Groat Road to 139 Street
- Alley North 115 Avenue and East 141 Street
The purpose of the project is to explore more ways in which Edmonton can become a “Smart City” by reducing light pollution, conserving energy, and saving money on electricity costs.
The project will allow for the adjustment of roadway lighting intensity according to the amount of pedestrian and vehicle traffic volumes. For example, in the middle of the night when there is almost no pedestrian or vehicle activity, lights along certain stretches of roads can be dimmed. Also, on special occasions, such as on Halloween night when there is a lot of pedestrian activity, light levels along these roads can be increased. Basically, light levels will be adjusted according to how people use the streets and back alleys. We have been assured by City of Edmonton engineers that throughout the project, even when light levels will be dimmed, the amount of light will always still be within the required safety standards for the volume of pedestrian and vehicular activity for each location and particular time of day.
Once all of the dimmable lights have been installed and the project is up and running, there will be a questionnaire posted on the Woodcroft page of the City of Edmonton website so that the community will be able to provide feedback on the project. As part of the 2012/2013 Construction Program, the Transportation Services Department has proposed that Woodcroft undergo neighbourhood renewal.
Proposed construction activities in Woodcroft include:
- Reclamation of the roadway,
- an upgrade to street lighting,
- and reconstruction of sidewalks, curbs, and gutters.
Alley renewal is not part of this project. As part of the renewal project, the City is including reconstruction of existing sidewalks through a 50/50 property owner/City cost share Local Improvement tax levy.
The public is invited to an information session where City staff will provide information and answer questions on the proposed construction, Local Improvement process and project timelines.

Next year our neighborhood is scheduled to be reconstructed, this means that the roads, sidewalks, etc…will all be totally redone. Because of this neighborhood reconstruction, we have the opportunity to replace standard street lights with decorative street lights. Decorative lights are the lights you often see in new neighborhoods. This summer, residents had the chance to vote for the type of decorative lighting and the type that was chosen is a black fluted pole with a heritage arm.
There is a cost to home owners for decorative lights. The cost is based on the size of your lot and there are two payment options. For example, if you prefer to pay a one time lump sum, the cost is $36.85 per metre. So if you have a 15 metre lot (50 feet), the cost would be $552.75. The second option is to pay annually over 15 years with your taxes. The cost for this is $3.31 per metre, so for a 15 metre lot, the cost would be $49.65 per year.
Throughout the month of October and November Woodcroft Canvassers have been going through the neighborhood asking owners of properties to sign a City of Edmonton Expression of Interest form, which would indicate that they want decorative lights in Woodcroft.
